Jeff Davis, Ed.D.
Principal Research Scientist
Dr. Davis has more than 20 years of experience in the education field, both in the U.S. and in Africa. His specialty areas are educational assessment, program evaluation, information systems, and policy analysis. Prior to joining AIR, he was a lead psychometrician on criterion-referenced state testing programs with Harcourt Assessment, Inc. in San Antonio, Texas.
He began his work in the education field as a teacher and teacher trainer with the Peace Corps in Sierra Leone. He then taught mathematics in the New York City public school system. He returned overseas to serve as the country director for the International Rescue Committee in Guinea, where he was the de facto superintendent of 150 schools for Sierra Leonean and Liberian refugees. This was followed by a position as a senior policy and planning advisor in the Tigray region of Ethiopia with the Academy for Educational Development on USAID’s BESO project. He then returned to Guinea as the Research Triangle Institute’s chief-of-party and technical advisor in planning, management information systems, and finance on USAID’s FQEL project.
Dr. Davis has a master’s degree in mathematics education and a doctorate in international educational development, both from Columbia University. He is currently completing a doctorate in quantitative research methods at the University of Denver, where he also served as a guest professor.
