Tsze Chan

Principal Research Analyst

Tsze Chan, Ph.D., is a trained statistician with nationally recognized expertise in designing and conducting large-scale assessment and survey research. He has over 15 years experience in successfully conducting national studies in vocational rehabilitation, general education, assessment, and financial aid. Dr. Chan has successfully directed AIR’s evaluation of RSA’s pre-service training program for the last three years. He has designed five national surveys to determine the extent to which the supply of graduates from these training programs are meeting state VR agencies’ demands for qualified counselors who meet CSPD requirements. He also serves as Task Order Contactor for ED’s Education Assessment Division, conducting research and extant data analysis of interest to the agency’s policymakers. Dr. Chan’s notable accomplishments as a statistician include designing and developing data systems for tracking and validating student financial aid data for the U.S. Department of Education. In addition, he combined data from the Current Population Survey, the National Adult Literacy Survey (NALS), and the Young Adult Literacy Assessment Survey, for the National Center for Education Statistics (ED). His findings corrected an overestimation of the decrease in young adults’ literacy between 1985 and 1992. His other relevant work includes using the Heckman model to estimate bias in telephone interviews as part of the Evaluation of Adult Education Program project, and estimating the net costs of attending post-secondary institutions from data in the National Post-secondary Student Aid Study.
