Janet Baldwin Anderson, Ph.D., Deputy Director of NAEP-ESSI of the Federal Statistics Program, where she provides technical and substantive leadership to ESSI projects in support of the National Center for Education Statistics’ large-scale assessments such as the National Assessment of Educational Progress (NAEP) and the National Assessment of Adult Literacy (NAAL). She is project leader for NAEP Statistical Research Studies and for AD Psychometric and Analytical Support, and designed and taught a graduate level distance learning course in Technical, Ethical, and Legal Standards in Assessment for the University of Maryland-NCES Graduate Certificate Program in Large Scale Assessment. She oversees the work of about 20 projects, involving about 40 staff and budgets that total about $7 million each year. Prior to joining AIR, Dr. Baldwin Anderson directed research activities for the GED Testing Service and the Center for Adult Learning and Educational Credentials at the American Council on Education (ACE) in Washington, D.C., where she conducted national studies of adults who seek high school diplomas through the battery of General Educational Development (GED) Tests. Dr. Baldwin Anderson received her Bachelor’s of Arts degree with honors in English Literature from the University of Florida where she also earned a Master’s degree in childhood education. She earned the Ph.D. degree in measurement, statistics, and evaluation from the University of Maryland at College Park.
