A picture of Dwayne NorrisFor more than a decade, AIR has had a close working relationship with the National Joint Apprenticeship and Training Committee (NJATC), which provides the electrical construction industry with thousands of highly trained and highly skilled workers. The International Brotherhood of Electrical Workers, the nation’s largest electrical union, and the National Electrical Contractors Association, the management association for electrical contractors, jointly sponsor the NJATC.

The NJATC is devoted to ensuring the fairness and validity of the selection process for apprentices in its training program. With that in mind, AIR was hired to develop, validate, and maintain such assessments as the written test battery, structured interview, and electrician evaluation form for the program. We also conduct a variety of related studies that support the electrical worker apprenticeships.

Dwayne Norris, a Principal Research Analyst at AIR, is the project director and is leading the development of a new certification program for electrical workers that will contain both written and performance-based tests. Our relationship with the NJATC began in 1992 and includes developing and administering the selection testing program, conducting a nationwide apprentice attitude survey, and revamping the on-the-job performance measurement system.

The NJATC selection test battery is administered to approximately 20,000 applicants a year. To date, more than 120,000 applicants have been evaluated using the AIR selection test battery and structured interview.

In addition, Dwayne and the AIR team provide general support that includes preparing study guides and applicant informational materials, presenting information about the testing program at national meetings, developing and refining test administrator training, scoring tests, and producing and mailing score reports.
