Timothy Hill

Senior Vice President

Timothy Hill is a senior vice president and leads AIR's Health Division. Hill previously served as vice president for client engagement (2019-2024), first at IMPAQ international and then at AIR when the institute acquired IMPAQ in 2020. He is a highly experienced federal health policy expert, who has led diverse teams in developing and implementing health policy solutions. He has strong policy, financial management, and program implementation qualifications and a 25-year track record of successful interactions at the highest levels of the executive branch, Congress, oversight agencies, and the media. Hill is a recognized expert in the health policy community, who brings a risk-based, solutions-oriented mindset to problem solving and policy development.

In May 2023, Hill was appointed to the Medicaid and CHIP Payment Access Commission (MACPAC), which reviews access and payment policies and advises Congress on issues affecting Medicaid and CHIP.

Immediately prior to joining AIR/IMPAQ, Hill was the deputy director of the Center for Medicaid and Children’s Health Insurance Program Services within the Centers for Medicare & Medicaid Services. Hill also served in several other senior positions within CMS, including Chief Financial Officer, program integrity director, deputy director of the Center for Consumer Information and Insurance Oversight, and deputy director of the Center for Medicare. In 2004, Hill received the Presidential Rank Award for outstanding service.
