Performance Measurement

AIR supports the development and use of outcome-based performance assessment to help educators focus on what students actually can do after they are taught. AIR also uses performance measurement data in its evaluations of educational programs.

  Toward the Structural Transformation of Schools: Innovations in Staffing is a thought paper which proposes steps to embrace changes in American education, primarily through fundamentally reconsidering the teacher’s role in education.

• Measures and Methods for the National Reporting System for Adult Education

  For more than 15 years, AIR has led the National Reporting System for Adult Education for the Office of Vocational and Adult Education (OVAE). AIR developed the adult education accountability system—the NRS—and from its inception developed a parallel line of technical assistance activities to ensure its effective implementation and use.

• Integrating State Administrative Records To Manage Substance Abuse Treatment System Performance

  This guidance document was developed with input from a technical advisory group of state/federal representatives and field researchers, and describes the utility and practice of integrating the information available in state agency data sets with information on clients of alcohol and other drug abuse services.

Recent Projects

• Developing the CAHPS Survey for Cancer Care

  AIR and the Mayo Clinic are working together to create the first CAHPS Survey designed for a specific illness. The CAHPS Cancer Care Survey will help assess the performance of health plans and providers, with supplemental item sets for a few special populations, within the scope of cancer treatments.

• Veterans’ Health Administration Survey of Healthcare Experiences of Patients

  AIR assisted the Veterans Health Administration’s (VHA’s) Office of Quality Performance (OQP) when they changed the content of their Survey of Healthcare Experiences of Patients to surveys modeled on the CAHPS Inpatient and Clinician-Group surveys.

• Consumer Assessment of Healthcare Providers and Systems (CAHPS) II

  AIR worked with Yale University and RAND to develop tools to assess the performance of health plans and health care providers from the perspectives of beneficiaries and patients for the AHRQ Consumer Assessment of Health Plans Study II.
