Assistance to Basic Education (ABE)/Linkages in Education and Health is an IQC contract designed to provide technical assistance and services to USAID in support of cross-sector linkages between education and health. ABE/LINK is focused on expanding access to quality basic education and promoting linkages in education and health by increasing the use of key child health and nutrition interventions, increasing use of improved, effective and sustainable responses to reduce HIV transmission and to mitigate the impact of the HIV/AIDS pandemic, and increasing use of effective interventions to reduce the threat of infectious diseases of major public health importance. The ABE/LINK scope of work promotes assistance for cross-sector linkages among the agency’s basic education, health and social sector programs worldwide.

This IDIQ contract permits AIR to assist CSAT/SAMHSA in improving its technical, management, and administrative operations in each of this contract’s eight domains: policy development, program development, data acquisition/analysis, evaluation, program marketing and communications, technical assistance and training, management information systems, and web/extranet site support. AIR is currently providing technical assistance to the Center for Substance Abuse Treatment (CSAT) in convening an expert panel composed of national experts in the field of opioid addiction treatment to ensure the ongoing relevance of the field’s accreditation guidelines. Under this IDIQ, AIR is also assisting CSAT in developing and disseminating periodic communications regarding advances in the field to the treatment community and other stakeholders such as patient advocacy organizations.

As a grantee under this IDIQ, AIR has been charged with developing a broad array of community-based, culturally competent, family-driven, and strength-based services. Current AIR services include the Training and Technical Assistance Center for the Comprehensive Community Mental Health Services for Children and Their Families Program (referred to as the TA Partnership) and supporting the Comprehensive Community Mental Health Services to Children and Their Families Grant Program and the Partnership for Youth Transition Program. The scope of projects under this contract mechanism includes, but is not limited to, the following subjects:

  • Youth and domestic violence prevention
  • Mental disorder awareness
  • Mental health promotion
  • Suicide prevention
  • Clinical intervention programs
  • Other related CMHS fields

The services applied to these projects mostly include policy and program analysis, but can extend to any project concerning policies and programs in the realm of SAMHSA from local to international levels.
